Yes, I'm sure many fans would like to see Goku Black come back than Zamasu in his original body.

Heroes is non canon btw so and it's kind of terrible in its execution.

He might as well have gone Super Saiyan 2 with Super Saiyan God (Power). It makes no sense considering Power Stressed forms drain more ki than the actual mutated successors to Super Saiyan. Yeah I see what you mean but an explanation could be that this is a perfected version of grade 2 in blue form...

The reason he returned was due to how popular of a villain he was in Z, also he seems to work as the Joker to Goku's Batman which can work in the long run depending on how the writers choose to approach it. I don't see a reason why Zamasu would return this way at all or is needed as companion of Goku in the future.

Well, Freeza probably saw him as the strongest candidate for a general he could ever have. As devious as he is I think he actually meant what he said if Vegeta would obey his commands but he surely forgets that Vegeta has come a long way since the saiyan saga.
