Fat Boo was annihilated by the blast. The Daizenshuu states Goku and Fat Boo are roughly equal, with Goku being perhaps slightly superior via his statement that he could have killed Boo if he'd gone all-out.

The reason is very simple, my dear friend. The planet only explodes when the plot wants them to. It's why Fat Boo could destroy only 1/10 of the planet when he was toying around with SSjin3 Goku.
