Indeed, he was. But then later he was having no trouble with both Jiren and (both versions of) UI Goku fighting around.

Plus, it's a good old case of suspension of disbelief. Vegeta could have crossed the distance at whatever speed, but the story needed him to stop cold on his tracks just before hitting Gas.

Science really does not apply in those stories.

Honestly it's not even stated that it's Grand Priest who's doing that to angels who break their code. As far as we can tell, it's a natural phenomenon that, at the very least, the Grand Priest is able to undo somehow. It's really vague, though.

Broly just regained his crown with the minimal training he's done. What's the big deal? He went from from base level to Blue fusion in one fight, why can't he get a couple times stronger with actual training? In hindsight, Toyotaro probably "ignored" Uchida because he just slipped a spoil...

Broly is, at the same time, probably stronger than Beerus and an ant compared to Black Freeza who's NOT EVEN ON THE LEVEL OF THE GODS OF DESTRUCTION YET, WHICH INCLUDES BOTH BELMOD AND BEERUS I'm not sure we should assume he's an ant compared to Black Freeza yet. Remember, he's heavily nerfed right...

I think Broly is top dog but do genuinely think this is a fuck up of the broader super continuity, is a retcon, and that there just wasn't clear enough communication about this amongst Toyo and others.
