I think there's a limit to that. Recent pages tell there's a scale into UI, starting with low grade angels like Merus, to Whis, to Daishinkan. All of them got white hair, unrelated to UI power. Now, if Goku reach the lowest angel degree, his hair turn pure white. But that doesn't mean the UI escala...
