Since the days of 'mondo cool' the dub has always rubbed me the wrong way. Honestly hard to say since we never saw Broly fight against Ultra Instinct Goku, nor did we see Jiren fight against Gogeta. Kinda depends on which form you would think is stronger, but Broly might take this one.

well... I also assume Goku and such also kept their bodies cause they were tight with Kami and Kaiou and such. There's probably a lot of great heroes that were still just clouds, but Goku met Kami directly so...
