Glad you were able to figure it out, and the M-Number for the piece is M13. In fact, you can find this info in kenisu's BGM guide. In fact, you can ask these types of questions in kenisu's BGM guide thread, which is specifically for these types of questions!

Well, by using Audacity and the appropriate plugins, you can generally perform any edits and modification that any other software can do. That being said, removing portions of audio from any mono or stereo audio track is going to be darn near impossible. At least for speech and blended sound effects...

Doubtful, but I cannot say for sure. You could check the released and unreleased VGM pieces from the console games of those years, but my bet is that this was exclusive to Bakuretsu Impact in terms of DB.
