I think the wish basically has to be interpreted as only not bringing back the cosmically evil beings like Bobbidi and co. (whose resurrections it was worded to avoid). It might not be as straightforward as “more damage = more power” when it’s not tied to the psychology of a life-or-death fight.

It’s also not clear that whatever boosts he gets while in the form are permanent.
