I think the wish basically has to be interpreted as only not bringing back the cosmically evil beings like Bobbidi and co. (whose resurrections it was worded to avoid). It might not be as straightforward as “more damage = more power” when it’s not tied to the psychology of a life-or-death fight.

It’s also not clear that whatever boosts he gets while in the form are permanent.

Those are pretty phenomenal numbers for being a sequel or spin-off, and for not having a current anime on the air. (Even with the movie boost.) You’ll get people trying to spin it as unremarkable for whatever reason, but only in the world of comparisons to the original run or other major Jump series...
