Japan doesn't get it until December so they can add all the extra characters and levels that will be exclusive to the Japanese release.

On the characters, perhaps this time around since they aren't counting transformations as separate characters, maybe they aren't counting the different versions of each character as separate characters as well. For example Goku counts as 1 character, but you might have Kid, GT, Early, Mid, & Lat...
