Buu wants to do nothing other than destroy wantonly (at least Kid Buu) whereas Frieza wants to rule the galaxy. Frieza would eventually die and his empire would most likely break up.

The universe/Kaioshin would barely notice in terms of timespan.

It sounds bizarre when you think of the Frieza saga, but for all the planets he ruled Frieza was just small fry compared to the Kaioshin and Beerus. Either side could have swatted him, Cooler and Cold like flies.

I've always thought Sean Schemmel was a pretty solid Goku.

I'd go along with Beerus being neutral, but as he seems to be a rather capricious god, I'd probably put him somewhere along the lines of being chaotic neutral.

Someone like Freeza is somewhere between lawful evil and neutral evil.

Possibly, but if Cell's so much faster than him I don't think it would make enough of a difference to tip the scales in the Saiyans favour.
