That said, how labor-intensive is it to dim and ghost footage as opposed to cutting down the frame rate? I'm essentially trying to understand if ghosting and dimming...

This is the best they can do in this situation. For what it's worth, I don't really agree with this assessment. Japan has to adhere to those standards too, and Fuji TV dealt with this like any other channel does: dimming and ghosting. It looks significantly better than absolutely gutting the frame ...

If you seriously think they aren't trying, you clearly are not judging the show as a whole. If anything seems lazy, it's probably because the show itself in the first place just wasn't that good. Didn't Chris Sabat say that due to everyone watching it Japanese they weren't giving it the same attent...

If you're cautious about the source: this all came directly from staff within Toei this time. Obviously won't name names for the sake of their job security, but both July and Shintani were independently mentioned by multiple animators.
