SSG/SSB don't feel any stronger in the manga because all the villains are made to be fodder compared to their anime versions. Franchise fatigue started in the Buu saga, not GT. That is a citable fact. I think it may have started even before the Buu arc but the effects were only beginning to show up during Buu. I do think GT's quality played a major part in the franchise "dying" but I'm not sure how much more it ...
