I know it's a bit hard and vague to gauge what this means, but think of it like this: Goku Black's SSR is equivalent to SSR, but instead of empowering SS with SSG to make SSB, he empowers his SS form with the full potential of his Zamasu Ki/soul. I mean, we pretty much knew this. Gohan and 17 were getting there, but even together they had trouble against SSB-level base Toppo in the anime. I imagine they're closer to SSG than they are to SSB.

Looking at official dates, I would think LittleKuriboh got to Freeza first, but I could be entirely misreading the facts. It could even be that they were completely separate but coincidentally similar in delivery.

I believe for sure that Hakaishin Toppo was stronger than SS2 Kefla.

He was making a fool out of SSBE Vegeta and instantly put down the likes of Golden Freeza earlier. I'm fairly confident he's even stronger than Ikari SS Broly in terms of numerical power.

So, with Jiren thus far being portrayed and having more feats/statements backing up his superiority to Broly, as well as Moro thus far not demonstrating anything beyond Broly, it kinda looks like villains are getting WEAKER from Jiren onwards.

To me, it always seemed obvious. Goku, Vegeta, Freeza, and Toppo are all around the same SSB/Golden Freeza level, while Ultimate Gohan and 17 are around the same "below Blue" level.

How they compare to SSG is a more interesting question in my book.

In equivalent forms, pretty much the same for me. Well, besides Hakaishin Toppo who I think is still superior in terms of raw power compared to SSB/KKx20 and SSB/Evolution.
