If the surveillance device which was taking their genes in wasn't destroyed along with Cell surviving I think he would have been a much bigger threat because he would have the unlocked potential of SSJ2 and SSJ3 genes when he awoke making him that much more powerful.

But the way I think of it if Gohan was as strong as Goku(Yardrat) then he would have been beaten a lot worse than he was. Yeah the Androids were screwing around with him but he was fighting pretty evenly with 17 until 18 intervened. I doubt that half of number 17's power is equal to Goku post yardr...

I think his powerlevel would be something close to Kami's, perhaps stronger since he had his power unlocked. We're probably looking at 300 - 1,000+ (After his potential was unlocked.) The English translation of the manga sometimes changes a few lines, but this little oddity is present in the Japanese version as well. We could say that Goku didn't actually hear how the wish was worded, and due to a breakdown in communication and taking Goku's word for it that Gohan's ki couldn't ...
