It's even worse with Vegeta. At least Cell arc Gohan and Goku have some hair differences between 1 and 2. It's easy to see why they're just giving Vegeta Ssj, SsjG, & SsjB.

The producer can't say anything until the show is officially announced. Whether or not they've worked on as much as the rumors say is anyone's guess, but they've done something.

The same way the Japanese voices deal with it. I think episodes are written long in advance so they probably get breaks in-between sessions.

With how long they've gone using Blue, I believe UI will be the highest level for a very long time. There's currently no sign of Blue being replaced let alone UI.
