It's not "Luck". FUNimation made a deal with Right Stuff and merged their Z-Store with it and stopped selling their DVDs online themselves, so Right Stuff is FUNi's official store now. It could be explained as an evolution of Piccolo's power. Having fused with Nail and Kami, by the time Buu comes around, Piccolo is theoretically the most powerful Namekian in existence. That could apply to increased regenerative ability as well as fighting ability.
