Personally, I really do like 19 and 20. They're like B-horror movie villains. Hate 17 and 18 though; I find them extremely bland. Even the Saibaman are more interesting to me.

Toriyama's former editor was also the reason why Semi-Imperfect Cell didn't stick around too long, right?

Dragon Ball lost its status as best selling manga to One Piece years ago. I'd agree that Togashi was influenced by Dragon Ball 's popularity while writing Yu Yu Hakusho . I've seen Halloween episodes in 80s/90s anime. Doubt it's anything new to Japan.

To answer OPs question I guess its because DB isn't really an episodic series so it might be harder to fit it in.
