I have to agree that out of all the arcs in Dragon Ball, the Android/Cell arc is the most sloppily written, mostly due to Toriyama's then-editor forcing him to keep changing villains. But I believe the omission of one element that added a lot of unnecessary clutter could help create a more steamline...
