General Blue literally sound like an old woman in that dub. I also really hate Goku's voice.

I think he's a pretty interesting character. Other than the obvious stereotype, he was pretty cool in that he was in many ways more ruthless than any of the other Red Ribbon leaders. He never gives up until literally the day he dies.
