It still doesn't add up. Goku shouldn't be able to stalemate Zamasu like that. Merged Zamasu is stronger than Goku Black who was already stronger than Goku. Also Zamasu's entire dialogue in chapter 23 doesn't make sense if the boost of the portara is that small. It is treated as a significant one. ...

I doubt Piccolo and 18 were intended to be base tier. We have Krillin and Max Roshi being close to base tier as seen and proven in both the recruitment arc and in the tournament itself.
