It's implied that both Goten and Trunks got significantly stronger after a week of training in the RoST. So by using this logic, I would assume so.

I think it would make sense if Cold was stronger (before Frieza's training) because it does explain to me how Cold would around so long without his son getting very annoyed at him and killing him.
