Zeno isn't a transformation to get to, he's just God. He doesn't fight, doesn't have any powers besides erasing everything (which Goku/Vegeta would never get because then there's no story), and so forth.

Retire both Goku and Vegeta to the bahamas for awhile and focus on Gohan, Trunks, Goten, Boo and Oob and the other humans are support characters.

Perfect Cell was just the epitome of Freeza/Saiyans/Piccolo/Androids combined into one, so he was like the "ultimate villain" at that point in time having cells of every major character at that point in the series.
