Super will return to TV before the end of 2020, I'm sure of that. We won't see another movie until at least 2022 I wouldn't have thought. Either way, I can see it returning in April or July 2020. As much as Dragon Ball is seen as an international IP now, make no mistake, the announcement will come from Japan.
Even if it is just a press statement, they will be issuing it.

I do see hints being dropped as a big possibility, but nothing more.
