I don't know if there's a direct relation between how much stronger Piccolo got and Kami's strength, but I always had the impression that Kami did indeed get stronger over time (possibly by training for himself when he's not busy with anything else, or possibly by just getting stronger in the proces...

He was in otherworld, not space.. Huh, I completely forgot about how the North Kai's planet doesn't actually look like it's floating in space somewhere (it's just kind of... randomly "there" hovering over the end of Snake Way.) Without that being a factor, though... maybe his regeneration...
