I really doubt it. For now, it's nothing, but speculation until facts are seen. We don't even know what Beerus full power is. And Whis? we don't know ANYTHING about him.

I wouldn't be surprised if a merged Zamasu could be the strongest character next to Zeno.

Stronger than Grand priest etc? nah.

Zamasu is not the best thing in super, but is really cool. Among the new characters, for now it is definitely the best after Beerus, Whis and Hit.

To be honest, my biggest worry is that they'll end up calling on Zeno. That would be the biggest disappointment in the history of Dragon Ball. I agree. Please no. He can someday according to Goku, and Future Zamasu is older than Present Zamasu who was able to trade blows with Super Saiyan God Super Saiyan Goku.
