You question how Cell could train, forgetting that there are planets with gravity higher than Earth's or Vegeta's. Not only that, he can grow his own sparring partners. Not only that, he could likely use the materialization beam to construct weighted clothing. Sky's the limit.

I no longer think that the leader Kai has been brainwashed. He is in cahoots with Buu, since Buu is not being malicious.
