How strong are is Ultimate Gohan and Kefla in the manga compared to say Super Saiyan God Goku and Vegeta? Or Super Saiyan Rose Goku Black?

Aside from the fact that half-assing movies is a serious thing, you're again missing the point that bringing back a new character and developing them a lot can be just as good as creating a new character in the first place, if not even better. If Super Saiyan Blue is just supposed to be Super Saiyan + Super Saiyan God. Then why is Super Saiyan Blue portrayed as being so significantly more powerful when Super Saiyan should be worthless alone.

They should have divided the two actual movies up into 20 minutes arc, could have been 5 episodes each. Then the Universe 6 arc wouldn't have looked so awful.
