I think Mr. Popo has a power level of 280, probably. After all, he was able to whoop Goku's ass and Goku said that his punches hurt more than Piccolo's (although that's in the anime, not sure about the manga). Kami's 300 though.

On the Thursday that just went, I purchased Viz's Dragon Ball Z Volume 19. Man, it was good. Though I was surprised to see that Cell decided to pull off a Kamehameha only just after 3 kicks from SSJ2 Gohan. They extended the fight a lot longer in the anime.

I always took that gesture as being strange too. But I just put it down to Vegeta saying goodbye. The same happened in the manga too.
