You have to explain what you mean? In the first chapter, Kuririn, 18 and 17 got full on panel recruitment scenes, while everyone else aside from Freeza got it done off-screen, and even Freeza got his battle with Goku skipped. I don't think it was rushed though, Toyotaro just had some odd priorities...
