The problem is "villain decay".

Obviously it's possible to write a recurring villain without succumbing to villain decay, but the modern DB writers lack such capabilities.

There is a very easy way to do that, but it's one Toei would never try. Introduce an appropriately weak villain, but take Goku and Vegeta out of the equation. I think zenkais were part of the saiyan's gradual transition into super saiyans. I guess if we take the s-cells thing as an explanation, maybe they gain s-cells rapidly through zenkais but once a saiyan attains enough s-cells to turn super saiyan they sort of max out and can't sustain any more.
