I think he might be canon.
Vegeta's brother is mentioned in some movies, but in those movies we never heard a name and we don't know his appearance. I think there's a slight possibility of Toriyama changing his name and/or design in the future.

IMO this little change is justifiable by the godlike nature of the transformation, unlike something like SS4. Interesting topic. I saw another theoretical DB timeline in Facebook, and comparing with yours I saw that there is an essential difference: the "he came from 20 years in the future" was retconned, and Trunks actually came from 17 years in the future.

The first SSG form does seem incongruent to the forms we see later as well as to its later use And the first SSG is visually different from the others.
