#16 is entirely mechanical. He can't absorb him anymore than he could absorb a car or television. To that extent, he even tries to drain #16 with his tail during their fight, only to realize he can't.

I should point out that it's not exactly a "Goku gi." It looks like his, but it bares Piccolo's "Ma" kanji.

It seems pretty clear between his two battles with Piccolo that absorbing humans substantially raises his maximum power.

Hell, his entire plan after losing to Piccolo the first time is to absorb random humans until he's confident he can overpower both Piccolo and the Androids.

To be fair, Vegeta's pretty tan in GT as well, and to a lesser extent even in Z.

Anyway, I love the art direction in the 10th anniversary movie. That's kind of what my ideal remake of the series would look like.
