I want to note that cheap doesn't equate to quality in the way it's being portrayed here. There are a lot of video games from the classic era that were "cheap" in terms of what was payed but ended up being amazing music that people consider classics. That's comparing two different standards though....

If it helps, Brent Miller recorded a fairly recent video of himself going into Ocean studios (from September 2016) and it's definitely the same blue building pictured in Super Saiyan Prime's post.

No idea where IPP are located.

I don't think Toei are the ones that funded the dub but they most likely were involved in approving its creation or at least licensing the rights to whoever commisioned it. I just hope Wow Unlimited don't have any trouble tracking down the source. If they have the connections to find it I don't see ...

And clearly Funimation's dub was liked enough by UK fans for Resurrection F to break into the UK Box Office top 10 and get an encore screening later on. Basically anytime the word "Saiyan" was said in a Cartoon Network or Toonami promo here in the UK the announcer would always pronounce it correctly.
