This also means that Son Gohan still has keep his natural power from when he fought Boo. He wouldn't have said that the two "Pans" were identical, had he not been identical to the other universe's Son Gohan.

I think it boils down to artistic choices. Perhaps American cartoons aren't the best comparison, but look at Superman's animated series from the '90s.
