I tuned in to an episode of DBZ by chance while channel-surfing around Cartoon Network in 1999. It was the (edited, Ocean cast) episode where Vegeta kills Cui.

Strictly speaking, that's not true. The first person to mention the Ocean dub of Kai was Subzero Ice on facebook. Sean didn't suddenly talk about the Ocean dub out of the blue. I think Kai was probably just a happy coincidence for Funimation. They probably wanted to correct there earlier mistakes and make a better dub, but like has been said, it wouldn't be profitable.
