Because of what Goku said to him, Piccolo expects Gotenks to be superior to SSJ3 Goku. Piccolo only questions Gotenks speed... not his strength. Shouldn't that be enough to confirm that Gotenks is at least close to his expected "superior to SSJ3 Goku"?
