I dislike both, but I think Zamasu is a little better. I love that DB villains have emotions, I love the way they get pissed off when their plans fail... Zamasu had all this, but Black... he was a stupid Mr. I Planned Everything While Smiling Sadistically villain that we see in every friggin shounen...

Because their voice actors are expensive, so Toei won't pay much for a bunch of cameos between episodes where they have no focus.
