Someone who's a half-Saiyan by birth can still go Super Saiyan, so I can't see any reason why a half-Saiyan created by fusion wouldn't be able to do it too. Even though the "human half" of the fusion wouldn't know how right away, the fusion would probably gain the benefits of being a taill...

If Goku and Vegeta are stuck with the regular Blue forms (or Vegeta's upgraded version, or the manga's mastered version) and no Ultra Instinct for the movie since they can't use it at will (and, well, Vegeta can't use it at all yet), well... I don't see any reason for him to be on that high a level....
