Ocean Kai is your best bet for a consistent way of watching the series with that cast. Apart from that your only hope would be a complete redub from start to finish. To do so, FUNimation would have to fill in the missing parts with the original Japanese audio but considering Saban chopped off so much content of the episodes, the majority of it would be in Japanese while a small portion in English. Here is another interview pointing to the late 2000 start date for the Westwood dub. This one was with Saffron Henderson, and it's the interview where she revealed her reason for leaving the show (her wedding conflict). She recorded as many episodes as she could in late 2000 before having to leave....

Dragon Ball is honestly something that I've been a fan of since I started forming memories as a toddler, another is Power Rangers. I loved the Funi in-house score as a 6 year old in 2003, not really understanding how different it was from the original Kikuchi music. However, around 2011-ish I rediscovered the Saban dub, having only seen a handful of episodes from when I was really little and from VHS tapings a few years later. ...
