Keep in mind that Saiyans stay youthful longer than Earthlings do. That's why Goku doesn't look or sound a day over 18 at the end of the series.

Yi Xing Long is most definitely the strongest, considering Goku was fighting a "stronger than Boo" opponent in his base form, early in the series.
