Can't post a new topic anywhere else

Hello, I have a little problem, wanted to post topic into DB Super section, but I don't see the button anywhere.
Why? Does it have something to do with my warning level? (Which is 1).

AFAIK only the mods can post topics in the Super section - all the others get posted elsewhere and are moved there.
