Want to get into Xenoverse PC Modding: How do I start?
Well, I'd like to get into PC modding in general. Here is what I'd like to do
1. Make it so that the music I have on my HDD, is played in certain stages of DBXV(Basically, custom music )
2. Change colors/clothes of established characters. Stuff like hair, and all that jazz. Like changing base Goku's hair to yellow, or w/e. Just an example
3. Change movesets of established characters. Similar to how you can change the movesets of your created characters. Like giving Goku a Galik Gun, or something like that.
4. Eventually move onto unlocking characters, who are locked in the story mode as it is. (like the main villains)
5. Move onto the more complex stuff. Like giving Vegito SSJ3 or SSJ4 or something. Or stuff like this

It's a lot to take in, but yeah. Are there any good guides(that would also likely work for this game) that detail how to get into PC modding? Anyone here have any tips on what I could do? I realize I'm probably not going to be able to do all of this in a day, but a good starting point is nice. And i'm willing to put time into it.

Well, a lot of what you've listed involves a good knowledge of programming and games design. That's not really something you can just pick up on the fly. I'm two years into a degree in Games Design & Programming and I'm not 100% comfortable with modding.
I can answer your first question though - someone recently worked out how to unpack the game's files to access the .WAVs within the archives. They're in the middle of writing up a guide right now. Clothes and hair will most likely require you importing your own textures. You'd have to find base Goku's texture sheet and paint over his hair.
Depending on how they've rigged their animations, you may be able to swap movesets around freely. I imagine it's feasible given the create-a-character aspect requiring those animations to be universal.

Modding is quite hard, at least when it comes to adding completely new content. Changing audio files and modifying textures is relatively easy.
Some games are very mod-friendly (ala Skyrim) whereas others are not quite as simple. Not to mention Xenoverse is a brand new game as well, so people are unfamiliar with the quirks of that particular game engine.

When I get the PC version, I'd like to edit text (get rid of instances of Hercule, Special Beam Cannon, the Lord Bills instance) and potentially edit voice files here and there.

That's my first project once I finish the game properly. Hopefully it's not too troublesome. Would also like to change 'Supreme Kai of Time' to 'Kaioshin of Time' along with other dub things like 'Shenron'. As long as someone can mod out the main theme to the original Head Cha La and fix the text chat to be less dub oriented, I'd be a happy man.
With modding it all depends on how simple the game was written, right? I know games like GTA IV have text files cleanly laid out for users to edit without any kind of special software.

Really as long as we get unofficial patches (in the off chance Dimps doesn't patch the game themselves), text corrections, and possibly better hair models for SSJ/SSJ2 I'll be a happy man.

This just occurred to me, but you could probably replace the CaC voice packs with your own voice. That'd be pretty neat.

So it sounds like all that needs to be done on the music front is figuring out how to compress custom tracks back into the game's final compression format. Forget the anime music, I'm looking forward to some Budokai and Legacy of Goku up in here. Anyone remember the West City tune from LoG2? Perfect for Toki Toki City.

I was playing online for a bit yesterday (PC version) and I saw a female character walking around with nothing on her lower half...not even the default garments. So, I'm guessing someone is modding things already?

Well, it's not like anything was added that doesn't exist in his copy of the game. It was just a subtraction/change of information, really. Any game could run that.

Grab libxenoverse from here https://github.com/DarioSamo/LibXenoverse and play around with it. Most things should be pretty self explanatory. You'll also want a 3d modeling suite that can export/import FBX.
