Yes, it is. Actually, kinda because it is still Unreal engine, but… I'm too lazy to explain it by myself, so, I just quote some explanation about situation with costumes in GG Xrd.
They did a gdc talk about the work required for one character being modeled and lit on YouTube about 3 or 4 years ago. Look it up. The time consuming part is the custom lighting for each animation frame to make it look 2d, not 3d. If ty did standard lighting like two men, it would be easy, but they don't do that. This is also why we only get about 5 or 6 characters added per revision, instead of having all the old cast by now, because it takes so long for each character.

Although Dragon Ball Super is currently working upon on the Multiverse, that does not prevent it from having a future plot centered in Universe 7 only. I still don't understand why the "it's too late".

Also, it's not like they have to bring everything from Dragon Ball Online, they can use some concepts and change them. Like, using Mira and Towa to alter the history of the Megaverse, rather than just Universe 7, for example.

Hmm… Now I think I should make some research. Actually, I really want Mira and Towa to be a canon. So, how? Also, here it is off-topic.

Hmm… I doubt Chaotzu as separate character. But he can be good assist for Tenshinhan. Also, I don't see nothing interesting in Nappa, especially because currently the game has no saiyans in base form. Ginyu would be interesting, but if with Ginyu force.

I think Nappa could be an interesting pick if done right.

I'd probably combine Tien and Chiatozu into one character, and give Chiaotzu's spot to Roshi

I could see Chiaotzu being part of Tien's moveset similar to Android 17, if anything.

Nappa has a wide range of attacks: bomber dx(used to kill Piccolo), that one where he lifts his fingers and a whole area explodes and the break cannon(mouth blast).
He also has a rare body type, currently only #16 has a similar one in the game. I doubt there will be many of this type added. These bulky characters are necessary for fighting games, he's filling a need.

You can also incorporate the Saibaimen into his character for added flavour and complexity.

About his relevance, he only lasted an arc yet his impact was immense. He offered the first massacre of the series, the manga had already turn serious by then but Nappa's killing spree was brutal.
Personally he's more important than #16 and one of the most important villains. I consider him in the second line of villains, together with Ginyu, Dabra and Dr.Gero.

He's one of the characters I really hope is in; him, SSJ3 Gotenks and Tenshinhan. So much potential and it appears that each new character is more complex and unique than the one before, it makes me hopeful. Except the SSJ Blue versions... :thumbdown:

As for Raditz, He seems to be not an energy spammer like Vegeta (needless to say when Raditz did, it had devastating results).
After studying his attack pattern, he was more of a melee-rush fighter that specialized in counters.
For example,

The Budokai Tenkaichi series had this moment as his rush attack:

Why can't FighterZ? The Raditz player can use it as a dash attack where the animation is like the anime where Raditz pops up behind the opponent and strikes them.
As for counters,
1)There is the infamous tail whip he did to Krillin (could be used as a bottom counter).
2) Kicking Goku.
3) Goku grabbing his tail, but instead of begging the opponent to let him go (unless its Goku), Raditz turns and throws dirt in the opponent's face and blasts them.

Grapple:
How Raditz destroyed the Farmer's Truck.

Finishing Moves:
Saturday Crush (a quick level 1 type finisher)
Double Sunday (shoots in the air then launches them at his opponent)

Support-wise there are possibilities
1) He could be used to catch energy attacks like he did to Goku's Kamehameha.
2) Appears and launch a Saturday Crush that paralyzes opponents momentarily like in the Xenoverse games.
3) Appear behind opponent and kicks them like he did to Goku.

Well, August is over and damn we were really spoiled with news!
I was only expecting two characters reveals with one of them being C17 because of the voice actor's slip and we got so much more.

Looking forward to the last two weeks of this month when V-Jump comes out and TGS takes place.
A world without Dragon Ball is just meh.

Btw, if Towa is a boss of the game, actually, it fits ArcSys. ArcSys have long-running traddition to put female bosses for their fighting games: Justice, Dizzy, I-No, Ramlethal, Nu-13, Mu-12, Izanami, Nine, Shadow Labrys, Elizabeth.

I realized that ArcSys did Android 18 in DBFZ is a little wrong. First and character portrait. I believe, if character had name "Androids 18&17", it would be better. Also, in that case they include both in portrait and make some little tweak to character. When Android 18 is fighting, Androind 17 is on background. No changes in gameplay in general, just Android 17 on background.

But it would be incorrect. 18 is used way more than 17. All the basic attacks is her, idle stance is her, power up is her. 17 just appears as an assist and a hyper. Android 18 with Android 17 is more appropriate to this particular iteration of 18.

Now, the last bit was used in Budokai Tenkaichi 3 as a beam.
We'll never know what it was going to be, but I always pictured it being an extreme version of this:
