Whis never forbid Goku or Vegeta from transforming. They did that on their own and it was only in the anime.

On the very first chapter of the U6 tournament we have Goku and Vegeta fighting without transforming, then Vegeta transforms against Goku, then Goku does as well, and Whis punishes both of them by putting that weighted clothing on them:

Looking at it here, vol.5 has a slightly bigger logo than vols 3 and 4, but it's still smaller than vols 1 and 2.
Also, at least on my copies, the logos do not line up very well.

Not a fan of the Jaco Patrol but love the cover, and I do kinda wish Goku/Vegeta actually wore those uniforms in the story.

Man imagine if Moro somehow manages to strip Goku and Vegeta of their power COMPLETELY and they have to resort to soldier tactics and gadgets to somehow get the upper hand. Sure it might be harder to buy seeing as though these are God level threats but Upper hand doesnt always mean "Over Power".

I have this situation in mind where SSBE Vegeta and KKx20 SSJ Blue Goku both strike Moro at once, but before they can connect, Moro quickly absorbs “ALL” of their energy. Leaving them on the brink of death once again, and transforming him into his youngest possible self, fully beardless, and an actual power level superior to even Broly’s! Than after that he revives Goku and Vegeta, as an act of kindness, saying: “When the mood strikes me, i can be quite charitable! I healed the two of you, and now i’m even willing to fight FAIRLY against the two of you! Finally!” Let round 2 of fists begin. No more magic tricks! Taa!

Maybe he just said something like "I will never lose a fight again." which would be quite broken.
But then they could beat him with something that isn't necessarily fighting, like sealing.

It would be bad writing for Moro's wish to be battle power related when all this time the story was hyping up Moro's magic power being more than enough to handle Goku and Vegeta's full power.

After Re-Reading Chapter 49, I think it might end up being that Moro wished for immortality or some regenerative ability since he laughed at Vegeta when he said they were going to destroy him.

I really hope its not that. Not only is it super predictable, but also unnecessary since his magic allows him to extend his own life anyway.
