My question is - are they gonna go with Top (like they did with Hit) or Toppo? Personally I'd like them to not change the character's name as they've already done so with Hit and besides Toppo sounds better, no?

Not quite. Toppo's name is a rearrangement of the word 'pot', which is 'potto' in Japanese syllabary. The extra O at the end, just like Hitto vs Hit, is entirely a consequence of the Japanese language, and therefore shouldn't be retained in English. These are English words, after all.
Honestly, it should have never been 'Toppo' in the first place, and I will eat my shoes if they don't go with Top considering how well they've treated names so far. I guess we'll see! Which episode do we first hear his name in anyway?

I think the real question should be, how will they pronounce his name? Will they pronounce it the way we usually pronounce the word Top with an "oh" sound added to the end, or will they pronounce it "Toh-po" with the long "o" sound?

Are you talking the Ocean cast, or FUNi's cast? Because the FUNi dubs don't give 16 an accent at all.
