It would be hilariously stupid for each of the involved companies to not want an on-going weekly TV show AND yearly movies to fully capitalize on the cash cow that DB has become.
The fact that merchandising sells well doesn’t mean that “DB is set”, and everyone should be able to tell that if they never made Super then the franchise would have never reached these levels.
I find it much more plausible that they have been indeed working on the show behind the scenes ever since production on Broly ended, and they want it to be as good as possible so that it can run for many years while keeping an high level of quality so as to avoid another fiasco.
And considering just how popular this show is overseas, they may be trying to have it air simultaneously worldwide once it comes back.
I bet they realised how illegal streamings hurt their revenues (YouTube videos were making millions of views!) so by having simuldubs every involved company, including overseas ones, would benefit from it.

The French dub was all recorded early this year, and the first batch of the Universe Survival Arc aired in March.
The last few episodes are airing in September, which is nearly 5 months after the first lot.
Make of that what you will.
I will say, that Toei Europe, who produce the French dub, aren't a recording studio, and unlike Funimation, aren't set up for Simuldubs.
They use independent contractors to write the episodes in French, so I don't think they could do it.
The only company I know that can produce them, and are set up to do so, is Funimation.
Italy are waiting for the final 15 episodes since May. Spain have been stuck on episode 96 since last December, and Portugal are re-starting after a long hiatus next Monday with Episode 105.

On Comic-Con's program schedule, it's listed as "Dragon Ball Z: 30th Anniversary Panel". Last year, it was "Dragon Ball Super" and the description mentioned they would reveal new information about DBS: Broly. At best, I can see them saying "and Dragon Ball has a bright future ahead, so look forward to it!". A vague statement that more or less would confirm something new, but also, that much is obvious

This has the best chance of being what happens, imo.
The theory of them announcing 2uper at SDCC I'm not 100% sold on even though I think it's possible because of how big SDCC is and how big the U.S. marketing push Broly had. The absence of any Toei and or Shueisha staff from Japan are what's keeping me from believing this'll finally be it.

As much as Dragon Ball is seen as an international IP now, make no mistake, the announcement will come from Japan.
Even if it is just a press statement, they will be issuing it.
I do see hints being dropped as a big possibility, but nothing more.

Yeah, at this point I'm finding an SDCC announcement very unlikely. They seem more worried about this dumb Kamehameha world record.
Anyway, Super wasn't announced at an event. We're all expecting that but it could come anytime in the shape of a press release and that's it.

If the Dragon Ball is for rights then it'd a job to organize the rights so simuldubbing can happen, I'm inclined to think. By the way... The db room seems to have a creative part, too. So I think it's not for rights and editing.
