No. Nor was it stated who is the strongest God of Destruction's assistant for that matter.

Beerus is. For the simple reason that he is OUR universe’s God of Destruction that has to act as a benchmark for Goku to one day overcome when he fully masters Ultra Instinct. The only reason he is the absolute strongest, is for Goku to look up to him and keep going to improve himself. There’s no other reason for why his power keeps being retconned. Belmod from Universe 11 has already been long surpassed by Jiren. Thus he is much weaker than Beerus. When that time comes, when Goku fully masters Ultra Instinct and finally beats Beerus in their long-awaited rematch. Than, and only than, will Goku have become the first mortal to have finally surpassed the level of a GoD. The first mortal to have comfortably and officially surpassed the level of a God of Destruction by beating the strongest of them all. Only when you defeat the Nr. 1 GoD (Beerus in this case) have you finally and officially surpassed the realm of the “Gods of Destruction.”

Not only that, but he will also be the first mortal to fully master Ultra Instinct. A feat no God of Destruction has ever accomplished. When Goku achieves both of these feats, he will truly have become a “Legend.”
