Zamasu, The Super Dragon Balls, and The Zero Mortal Project

Sorry if this was asked in a previous thread, but was there ever a definitive reason why Zamasu didn't use the Super Dragon Balls for the Zero Mortal Project? Given the fact that: the SDBs can affect other universes outside of 6 and 7, can seemingly grant any wish, and previous wishes from other dragons never go into a monkey's paw scenario, then why would Zamasu not use the Super Dragon Balls to fulfill his goal?

Because he's a sadistic bully looking for a reason to hunt down and kill mortals with the moral-imperative argument simply being an excuse.

1) He thought mortals should suffer for their sins, especially the earthlings. As the earthlings committed a grave sin against the Gods by travelling through time (which shattered the space-time continuum), he wanted to hunt them down and make them suffer. Giving them a painless death through the Super Dragon Balls does not accomplish that.

2) He believed it was his duty as a God to personally hunt down and destroy all mortals in the cosmos. In his mind, mortals were evil. He also chastised his fellow Gods for never doing anything to stop evil. So, by destroying mortals himself, he thought he was atoning for eons and eons of Gods doing nothing against evil.

3) He wanted to fight mortals to increase his own strength and comprehension of his new body. He purposefully kept Trunks alive so that he could use him as punching bag to become stronger and get a better understanding of Goku's body through combat. If he had no one to fight, he wouldn't have any chance to test his new powers and body.

4) [THEORY] If all mortals throughout all universes suddenly disappeared all at once, Zeno and/or the Grand Priest might have gotten very suspicious, since that would be a very unusual event. But if he slowly destroyed every mortal one universe at a time, he'd draw less suspicions to himself. After all, civilizations constantly get wiped out in the cosmos, just look at U7, where hundreds of worlds were destroyed by Moro. That wouldn't raise many suspicions from Zeno.

Regardless, it was not an oversight. Zamasu knew very well what he was doing.

This, he's a space racist. If mortals stayed in their place he'd tolerate their existence but when he sees goku's hair go red in God tube there was no going back.
He wants to punish them for sure. Having them painlessly blink out in a second would be way more subtle then attacking planet after planet noisely and longer. There's more time zeno to notice or go looking.
Yamcha almost certainly did not cheat on Bulma:
He was afraid of Women, Bulma was the flirty one.
Yamcha wanted to get married (it was his gonna be his wish)
He suggested they settle down in the Trunks saga.
Alternate future Trunks is not a reliable source.
Toriyama wanted new SSJ Kids and not make new characters.

Yeah, Zamasu is all about arrogance, extravagance and theatrics. He also could have wished himself to be unspeakably strong but deemed it more poetic to take over the body of who he thought was the strongest mortal.
