Shouldn’t Goku and Vegeta have Godly Ki in their Base forms now???

God-ki is easier to attain than UI. The angels can use them together but they don't need to transform to unlock more potential either.
Do they have to be used together at the same time by Goku? Goku can use some form level of UI in alle forms up to SSG. But from SSG onwards it's definitely UI combined with God-ki. I personally don't see the relevance of a SSG-transformation , which represents divine ki, if it's automatically present in the lower forms as well. Unless it works the same way as UI: the higher the form, the higher the usage of both God-ki and UI (so base has has some essence of God-ki and UI, both of which only come to 'full potential of usage' at the higher forms of SSG and MUI in order to maximize battle output). In my opinion he has some essence of God-ki in base or no God-ki at all, but not the 'real thing' as in SSG.
