Why didn't Zamasu account for Zeno?

Why exactly are we talking about Zamasu like he was the only villain who made this mistake of poorly preparing for Zeno (like there's a way to prepare sufficiently for Zeno...)? We see that the other main villain of DBS, Moro, also had no plan whatsoever for Zeno. He didn't even have a plan for the Destroyers; while Zamasu quickly took out all of the Destroyers before they interfered, Moro didn't care and would have easily been destroyed by Beerus as a result, if Beerus wasn't summoned away by the Grand Priest.

We also see in Super Dragon Ball Heroes that Zamasu learned from his defeat, and came back better prepared against Zeno. He planned to empower Hearts and give him the power of the Ultimate Godslayer, then manipulate Hearts to get rid of Zeno for him, so that Project Zero Mortals could proceed smoothly; but unfortunately the plan backfired. Regardless, if before he thought he could outsmart Zeno by simply hiding (he probably could have to be fair if he hadn't become a Multiversal entity), in Heroes he took a more direct approach in dealing with Zeno.

Meanwhile Moro not only didn't account for Zeno but he didn't even account for Beerus, why aren't people criticizing him for that?

It's mainly down to the scale of their respective plans. Moro's were limited to Universe 7 and Beerus was quite happy to allow him to continue doing his job for him. If Beerus eventually interfered, Moro probably believed he could overpower any divine threat, which he very well could've done. Zamasu's plan was a multiversal ethnic cleansing rampage against both mortals and gods, something that was bound to catch Zeno's attention eventually. I don't think most fans are under any illusion that Moro was some kind of master schemer when his evil plan basically amounted to a rethread of Piccolo Daimao's on a larger scale: "kill the good guys, take over the universe, eat as much as I want, profit". Moro simply didn't have grander ideological goals. Zamasu, on the other hand, wanted a multiverse without mortals leaving himself as the sole ruler of the ashes, the only way that plan was going to end for him was for Zeno to come along and wipe out everything else anyway.
